特博是一只很普通的蜗牛，品种普通、长相普通、甚至连性格都很普通。不过，他却有一个不普通的梦想。他希望自己是一个极速蜗牛，能像那些超级跑车一样风驰电掣地在道路上行驶。但是，蜗牛这种动作缓慢的动物，实现这个梦想有点困难。

为了能让自己快一点，特博每天都在苦练田径和跑步，可是一直收效甚微。有一天，特博来到了高速公路上，看着那些来来往往的车辆入了迷。突然意外发生了，一辆卡车带起的风把他吹到了正在比赛的赛车的引擎盖上，体验着高速的快感。这时意外再次发生，特博被吸进了机械增压发动机的吸气鼓风机中，被浸泡在了液态的一氧化二氮之中。这种液体让他的产生了变异，从此之后，他获得了神奇的能力，不可思议的速度、霸气的车灯、炫酷的音响。

特博涡轮被人类发现，带到了人类世界中。特博这时候有了一个更庞大的理想——参加印第安纳波利斯的赛车赛。他的目标就是夺冠。在自己主人的努力下，特博获得了参赛的资格,并获得了冠军！
